Please test if the game is a 002b game:
http://gbatemp.net/index.php?download=6188

Requirement is still having cIOSrev13a installed, and report the results with each test.
002b Test 1 throws a green screen or black screen.

002b Test 2 gets me to the Wii Remote safety screen, but then the Wii locks up and the Remote desyncs.

I didn't try 002b Test 3.

Why can I not get the game to work even with 002b Test 2? I have cIOS rev 13 (a.k.a. rev13a) installed. What gives?

EDIT: I'm trying to launch the game from disc. I do not have any USB drives attached. (For that matter, I don't have any USB drives I can use for Wii games.)

EDIT: I forgot to mention: My Wii is running 3.2U (USA).

Did you do anything to the disc?
Nope. I downloaded the scrubbed version, extracted it, and burned it to DVD. I've extracted and burned several other Wii games using the same exact method and haven't had problems with any except Ghostbusters.

Just to say that with my PAL Wii, cIOS rev13 and latest version of GX (r501) as well what has been said already I also had to set video mode to "AUTOPATCH" for the game to work.

Okay, I finally got the game working. Here's how I did it:
  • Burned the unmodified image to DVD-R
  • Installed cIOS rev 13 (a.k.a. rev 13a)
  • Downloaded and installed NeoGamma R3 on SD card under \apps directory
  • Launched NeoGamma R3
  • Selected Config Options
  • Changed Patch Video from No to All
  • Selected Exit Menu
  • Selected Launch Game
EDIT: Big thanks to AdamBrunt for pointing me in the direction of the Patch Video option.

[*]Burned the unmodified image to DVD-R
[*]Installed cIOS rev 13 (a.k.a. rev 13a)
[*]Downloaded and installed NeoGamma R3 on SD card under \apps directory
[*]Launched NeoGamma R3
[*]Selected Config Options

[*]Changed Patch Video from No to All
[*]Selected Exit Menu
[*]Selected Launch Game

It really would surprise me patching the game to disc region video mode makes the game working. You all must think i like talking to walls, ignoring everytime i tell that lots of import games can't just be forced to the video modes you want.

All I know is the method I posted got the game to work when nothing else would--but only once.

After I shut down the Wii, powered it back up, and tried using the same steps to load the game again, I encountered the same problem as before: The game locks up on the Wii Remote safety screen.

I have no idea why it loaded the one time it did, but not any other time.

No, that's not what I meant. I left the Force Video Mode setting on Disc.

got it working with:

-PAL Wii 4.0E
-cios rev 13
(if you have 13b, just reinstall 13)
-USB Loader GX 501
Settings in usbloader gx for the game:
video mode: autopatch
002 fix: on

So you have some random problem and the video mode patch had nothing to do with the game working the one time. I'm glad we could sort this one out.

You are using a disc? Random problems can be caused by bad burns, if you are one of the "burn so slow that the burner falls asleep while burning" people, try burning at 8x.

Rev13a also might have some odd behavior when it comes to the detection if a disc is inserted or not. Try to load the game with SoftChip, it has different code handling this.

I tried SoftChip R99 and ran into the same problem (console locking up at Wii Remote safety screen).

At this point, I think I'm going to put Ghostbusters aside and come back to it at a later date.

And oh, someone managed to work with the Backup Launcher 0.3g normal? D=

It can't. The main.dol 002 patches all cause the game to crash, so you need the new 002 fix. And that's only in loaders, and maybe will come to cIOSrev14. And patching the game to IOS249 would not help, because it has the information which IOS to use 2 times.

maybe you don't need to set videomode to autopatch. That could have been coincidence as I am running rev13a so might have got stung with the "2nd game freezes" bug.

I'll downgrade to rev12 and see if Ghostbusters still works (and GST and VT)

Yep going back to rev12 didn't work (though GST and VT work fine under rev12).

So to play Ghostbusters you need to be on rev13a and reboot the wii between games
