Homebrew Getting a preowned Europe region Wii U, and have a NA 3ds. Is it possible to use with same NNID?

My first thought was to region change the Wii U, but I'm curious if the Wii U has the eShop restrictions that the 3ds has when it changes its region.
Does the eShop become stale for the Wii U when its region gets changed? If so, what are some other solutions for this problem?
