GBATemp now is anti-piracy ( i meant rom sharing is not allowed ) but when the site started, i was a site do download GBA Roms. Why the change?

Probably DMCA and intellectual property threats. I used to like this place as a console hacking related news forum but its branched out into unremarkable reviews. I like the comics they put out occasionally.
