Do you have firmware90.bin on your SD? It should be in the rei folder and is needed to boot sysnand with sig patches.
Hacking GBA VC on AuReiNAND not working

Boom, got it. I was missing the firmware90.bin file in the rei folder. I was able to use Cubic Ninja to boot *hax, installed FBI, the patch, and the game, and it all works now.
