Hacking Gateway - Pokemon X/Y (rom) Friend Safari - Possible?

I know online isn't available per se, but what about Friend Safari?
Bravely default allowed spotpass(?) to allow you to get villagers.

Does anyone know if its possible?

Friend Safari is dependent on what Friend Codes you have added. Unfortunately, the third slot in Friend Safari can only be unlocked when both of you are online.
