We have tried removing and adding eachother several times. I even backed down to 9.4 emunand and it won't go away. I have been looking into it all morning and I can find NOTHING on the issue. In fact it changed it in the 9.4 emunand to be like 9.5 so I don't know where the bug is coming from.
Sys and Emunand are delinked, and I didn't make a sysnand backup prior because I didn't know I could. We can add anyone else and their mii shows up properly and everything.
Prior to 9.5 we could view eachother's Mii in friends list and not lag. Now it shows us as "mii" on both sides.

Edit. HOLY CRAP A SOLUTION. I reset Blocked Software in data management and it's solved. I can see it again.
