I have the following doubt, I have a second hand console in 5.5.1 but I wanted to format it to delete the user data, when starting the console is it mandatory that I connect to the internet? Or is there any way to block the DNS in the first settings so that it is not updated?
I just want to not be updated

Connecting to the internet during a format will not update the system to 5.5.2. If you want to be sure the system will not install the 5.5.2 update, you can add the proper DNS settings to your internet connection and/or follow this guide to delete the update folder on the NAND.

The Wii U needs to connect to the internet during a format so it can disconnect the NNID on Nintendo's end.

Edit: Follow these steps to block updates:
  • Add the following DNS settings to block future updates
For each of your connections (and all future connections), do the following
  • Select the connection
  • Select “Change Settings”
  • Move to the second list and choose “DNS”
  • Set the DNS to “Don’t Auto-Obtain”
  • Set the DNS server IPs to the following servers
  • 168.235.092.108
  • 081.004.127.020
  • Select “Confirm”, then press (B) to save
  • These servers will block your SysNAND from being updated

And another doubt, I wanted to install cooldboot + cbhc, then I would add to the root wiiu/apps /nnupatcher?
I understand that the procedure would be like this:
With the root prepared for this method disable the DNS momentarily, load Homebrew, patch with nnupatcher and finally buy the game

You do not have to disable your DNS to use the eShop. Even if you block updates and the eShop with the proper DNS settings, merely running nnupatcher will allow you to use the eShop.
