It's because the chinese market is
always cheaper. Don't be too angry though, this has historically always been the case and is the reason for DVD player and games console region locking. Selling globally can cause currency, tax (and profit) problems between different countries.
Still though, unusual that a flashcart maker has region-locked, but then I suppose the modern world is becoming smaller, it is so easy now to order from china online. I wont be surprised to see more of this in the future.

...And I agree with ds6220's statement. There is no
reason or evidence that, along with any other software, the PDA software will (or can) be region locked. The chinese PDA works on English G6-lites doesn't it?
