Yes. There will be midnight release. It even states this on the Eshop. "Animal Crossing New Leaf at Midnight"
NOA is on PST, so when they say midnight, they probably mean midnight PST, which means 3 a.m. for us on EST.
If you mean that a US on an Europe connection has to wait until the 14h, that isn't true. US ds in europe can download the game tonight.
Heck, it doesn't even need a source. Most Nintendo eShop retail games have gone up at midnight EST, as New Leaf will be. Do a quick Google search and scroll through pages of evidence.

Yep, all of the Nintendo eShop releases are EST Midnight. I probably have grabbed every single new Nintendo release in this manner so it would be crazy for me to stop now.
Also I haven't played Animal Crossing since Gamecube so this should be a fun treat.

i have that stupid connector on my gpu luckily it's only a 300w gpu so i should(?) be fine since all the issues are with the quad 8pin->12pin and mine is only dual 8pin

quite a tight bend on that 8pin->12pin adapter in my case, which is the worst case scenario, but i made sure it was fully seated after plugging everything in and bending the cable so it shouldn't come unseated by itself since i pre-stressed the cable
