Gaming Error while booting Chibi Robo Zip Lash

It seems you have an issue with the console recognizing a game from a different region. Is that correct?

If yes, you need to use LumaLocaleSwitcher or LumaLocaleRegionAutoSetter in order to play that game. These homebrew apps will allow your console to read the games as if it was the same region as the game installed. You can also try to find the game with same region of your console.

Otherwise, if console and game are both the same region, it can be a bad dump of said game.

Yeah, it's a bad dump. I checked on FBI and it's region free.
Also, I don't think luma3ds has region locking, since some of my games' region are USA while my 2ds is european.

Nope. It's no good. The game's awful.
