Gaming DSi Load Error

I have an interesting problem with two DSi consoles I got from Japan. Both demonstrate the same problem, which leads me to believe it's something hardware related -- wifi card maybe? Either way, because I can't translate it properly, I can't find any solutions for it. Has anyone ever seen this before? The console will not respond to touch with a stylus or button pressing, and swapping digitizers did not fix the issue.

That says:

はじめに本体の設定をします。
To start, the console must be set up.
OKをタッチしてください。
Please touch OK.

I just checked in no$gba and that's simply the first screen after doing a factory reset.
The buttons don't do anything on that screen (or any of the initial setup), so my guess would be that the touch screens are both not working... I'm afraid I'm not really sure what you can do about that besides checking that the digitizers are connected well or maybe getting a new bottom screen though...
