Does iPlayer, IReader, Moonshell2 support arg files?

No to iPlayer and iReader, although if somebody was talented enough at coding they could prolly add it to the iReader as the source is available (no source for iPlayer tho).

after launched moonshell2 itself supports argv for some emulators, but you cant just direct launch a dpg from the DStwo w/BAGPlug or iMenu.
