No, because the 3DS checks the versions of new titles against currently installed ones, and refuses to install any older than the current. Downgrading should be possible soon anyway, with memchunkhax2, progress gradually being made here github.com/steveice10/memchunkhax2

What if you spoof the version somehow, or uninstall the old one before the new one

You can't spoof the version, and you can't change it at all without modifying the file and breaking the digital signature. Uninstalling the old one works just fine, but you need a certain degree of system control to be able to selectively uninstall titles (both snshax and memchunkhax2 achieve this, though through separate means).

If you manage to delete a title and install another one in its place means you have already broken the 3DS security successfuly with an arm11 kernel hack at least...
