It's definitely a Mario Kart mod and they added the App Store thing to troll.

If you look, there's the lightning item (Same animation as Mario Kart), there's the same item blocks, and the parts of levels are in Mario Kart games.

There's no way any developer would leave it looking like that... or mindlessly copy a game that hard. Haha. It's pretty funny actually.

That is terrible... most, if not all, the tracks are exact copies from Mario Kart games. Eg. Mushroom Gorge. NINTENDO! Sue 'em for everything they've got... which probably isn't much.

(Just in case you were wondering, all of them are ripped of from different Mario Karts. I saw Peach Beach, Moo Moo Farm, Mushroom Gorge, Bowser's Castle [either SNES or GBA] among many others.)
