Custom install 2.1 error

So ive already download other games but i just tried downloading my sinking sapphire.cia file. When i tried adding the cia file to the custom install i get an error that says
"Exception occurred: InvalidRomFSHeaderError: Length in RomFS Lv3 header is not 0x28" idk what to do.
