i have a Japanese 3ds and all my friend got European 3ds can we all play together? (the games are the same region with LumaLocaleSwitcher)

I know for a fact the Download Play function is not cross regional. As for online play i'm not so sure, i know that you can trade Pokémon with people from other regions (for example), same with MK7 (iirc), so i'd think if it was region locked that would affect both.

MK7 is cross regional only online. I have a US 3DS and my sister an EU one and our copies of MK7 (respective to the console regions) cannot connect in local play.
