Unfortunately unless I am missing something, this is a blocker for new users. I have tried with both 13.3.1 and 13.4.1 and both fail but for different reasons. 13.3.1 fails because it has a blocking message on the screen saying “Update available” and 13.4.1 fails because of version incompatibilities and is unable to launch.

Unfortunately unless I am missing something, this is a blocker for new users. So unless I just didn’t wait long enough with the message about the update and it was just still loading, I was unable to work with either version.
