that's not the tutorial to install b9s, that's the one to update it. Go through it like the guide says to do, but on the boot9strap github, use the 1.0 release instead of 1.2. That will make sure you can boot luma 7.1.

Honestly? I'm not sure, I'm sorry. I hate B9S with a passion. It's screwed with my games. Soft resetting sometimes takes forever, games go to black screens then crash, etc. Best of luck though!
It's not the fault of B9S, it's just Luma 8.x being unstable, try the legacy version from https://astronautlevel2.github.io/Luma3DS/ , it has Rosalina removed so it should work just as well as 7.1.

    @Xdqwerty yes, when you are installing Windows on the first steps you are asked for your current location, you MUST to select «international» so no bloatware is installed, because the bloatware is location based. if this night I have some time I will setup a VM and take screenshots.
