I know how annoying any way some updates.
It turns out it is called a Deku Propeller
and it is called whip and it has a secondary use of functioning as a grappling hook.
And it appears that it is replacing it
Boomerang looks more preserved compared to PH and it might be better/easier to use and new features for it but still unknown
