Hacking Configurable USB loader doesn't Recognise SMNE03 Newer Super Mario Bros. Wii

I have cios installed and the wbfs file & folder are named correctly so I don't know what is going wrong.

the file doesn't show up in the usb loader at all.

(Configurable USB loader is the one that has the on/off switch next to it's name)
