Homebrew Can't update FBI or install .cia files (A9LH)?

Hello. I'm really stressing out. I recently did a system transfer on my hacked n3DS and my .cia files disappeared after the transfer, so I injected them back. I have FBI, Homebrew, and Luma Updater now. Problem is: I can't seem to update or install any other .cias. It gives me this prompt:

"Failed to update FBI.
Result code: 0xD8A08009
Level: Permanent (27)
Summary: Invalid State (5)
Module: AM (32)
Desc: <unknown> (9)"

So you did a transfer with your n3ds as the source? And then you restored your nand, and all of your cias disappeared?
