I think you need a homebrew save manager like JKSM or SVDT or FBI to get the required files. If that isn't help.

Is "The perfect town" I guess is equivlant to 100% completion. But i dunno, never played animal crossing. I dunno what the game is about anyway, i guess is probably something like harvest moon with animals, or something.
