Launch the homebrew channel either via bootmii or priiloader, then install a patched IOS60 into slots 70 and/or 80 (70 for 4.2 and 80 for 4.3, but it's safe to just install both) (if you can't access priiloader or bootmii then your probably screwed)

You can download these from ModMii Classic's download page 1 IIRC. Enter "70" and "80" to toggle them for install, then install them using any wad manager (mmm, yawmm, wii mod lite, etc)

May be an sd card compatibility issue.

I wouldn’t mess with system menu ios.

Ummm no. Do you even know what a 003 error is? SD card has nothing to do with it.

Error 003 is caused by system menu 4.2/4.3 and stock ios70/80 on region changed Korean wii's. The solution is to install ios60-v6174 into ios slot 70 and/or 80 (I suggest the patched version supplied by ModMii).

Now if after upgrading to 4.3 or 4.2 (and introducing the 003 error) the user reinstalled priiloader before exiting the homebrew channel (assuming the update was not done via official Nintendo update) then the fix is easy, otherwise you would need to do some messy disc swapping that I'm not all too familiar with but is outlined in more detail here: https://hacksden.wordpress.com/2011/05/03/fix-korean-4-2-error-003-unauthorized-device-3/
