Emulation Can I emulate Sega Genesis on GBA?

No there was never officially released an emulator or anything you could inject into. Theoretically something might have been done (we saw the SNES which had more difficulty in emulating happen) but it never did come to pass.
If the ports do not do it for you though then there are some decent PCE/TG16 emulators that have many of the same games as the SNES and megadrive, though Sonic will not be on that.

Seconding the Master System and Game Gear. A lot of Genesis games got downgraded to those systems, or got spin-off titles on them. You can check to see if the games you'd like got ported down and try those - Sonic 1 got a port, so did Spinball.
People have been working on translating and improving some NES bootlegs too. There's a really impressive hack for bootleg Ultimate Mortal Kombat 3, another one for bootleg Sonic. You could try running those in an emulator on your GBA.
Also, I know the Spinball GBA port isn't the best, but I put together a hack for it that tweaks the colors to be closer to the Genesis originals. I just joined so I can't post links yet, but if you look for the Sega Smash Pack on Romhacking.net, you should be able to find it easily enough. I know the ports have plenty of flaws besides the colors, but if you try it out, I'd love to know what you think.

Since the SEGA Genesis and GBA both uses a Z80 CPU(?), and there's a video showcasing a bootleg SEGA Genesis emulator on GBA, I think it's possible to emulate it on GBA. The others' opinion are unknown.Curious who's voting yes
The genesis/megadrive uses a 68000 processor, aka 68K, as its main processor and a Z80 to govern the audio chips (also backwards compatibility with the Gamegear and Master system but that is a different matter).
The GBA does have a z80 a like inside it to handle the GB/GBC games (the GB/GBC has something that is halfway between a 8080 and a z80) but you don't really have any access to it in GBA mode.

"Stealth" released a one-level demo of a Sonic the Hedgehog GBA port, just to prove that it could have been done.
But I think there's still a problem that the game was never designed around the screen size of the GBA. Some of the Sonic Game Gear games have a similar problem, i.e. because they were apparently originally written with the Master System's screen size in mind.

Okay, I suppose it's probably real, but the description literally says "i have never seen emulation this bad before".
In any case, no one in the comments there seems to know where the emulator came from either. It's entirely possible that the emulator was coded in-house by whoever made that multicart and that the emulator was never otherwise released.

Actually there is a gba remake (well more a demo) of the genesis sonic 1 game featuring the first three levels it's short but it shows genisis is possible but not without the knowledge to do so a quick google search should give youthe result you need

There was a comparison of the number of Ibuprofen poisonings before and after they limited the maximum dosage per box or per pill (i'll look that up). No limit on the number of boxes you can still buy as many as you want, so people argued it was pointless.

Here we have ketoprofen that used to be prescription-only because of the risk of toxic dosages, but then they halved the dose per pill and sell them in bottles of six pills apiece instead of twenty and it doesn't need a prescription any more. Yes you can buy more than one bottle but people simply don't.
