There are MUCH better ways to level up in US/UM, but you can just use PKSM or PKHeX to make all your mons instantly level 100 or give yourself x999 rare candies, why bother with Blisseys and Chancys?

As for your question, it should be possible to make a script for NTR or something among those lines that when turned on will give the game a certain input every "x" seconds. For example, a single "A" press every 1 second.
