What mods are you trying to get working? If any mods require SKSE you can't use those . Right now technically most mods that don't require SKSE can work ( Did some research ). I have cheat menu working in Skyrim but that's all I have tried right now .

I'm mostly interested in LoversLab mods running. For science

It'd be really nice if someone could provide a clean, vanilla Skyrim.ini for those of us that are too poor to afford a computer.

Didn't you type in one? Or a smartphone? You can use that to look and download/transfer . I guess OP isn't responding, so... I'm done here.

The problem is that I have searched, but there are no clean copies of Skyrim.ini (specifically) for the Switch.
