There already is a VoiP for DS and a similar topic was made a couple weeks back.

I think this is what your looking for.... as for sending a text message i use an app that can send an email like NDSMail or i go to my yahoo mail on DSOrganize at Mobile Yahoo
and send an email to there "[email protected]" which can be figured out by using Google.

Anyways try this as your Phone application, I do suggest you have a paid for VOIP account then use a free one as the free ones expire after like 5 minutes...

Seriously you couldnt find any info with a simple search?? I just went to google and typed in "ds phone" and literally got thousands of results, including youtube video tutorials. Are you that fucking dimwitted? And yes SIP phone service on the DS is pretty much worthless, the audio quality is low, and if you have a regular handset might as well just use that, because it will have better range to its base and generally have better battery life, as well as audio quality. What is the appeal of turning ur DS into a shitty phone anyways?
