Well, there are several reasons.
Look at my ASH translation project. I've made about 7 different programs to work with it. Have I released even one of them? No.
It's my work, my code, and built suited for me.
Look at HernanZh. Unless he knows a person, he won't give his program away.

Is it a crime to make a new program? I never said that I would release it, and I never said that I would make it either. I just made it, and now it's in my computer. What am I going to do with it? Nothing. Just like my editor for last bullet, TOI, draglade and more, it's just going to be in my computer without a purpose. I just posted a screen showing that it's possible.

I don't give a shit about this stuff because I'm used to it now, but I think you got to understand others in their point of view.
The main reason why I'm not releasing it is because- the file structure is too easy.
It's too easy that this ROM can be used for people who are just learning how to ROMhack.
I don't want people to think they can ROMhack just because they have an editor that they have downloaded off another user.

You made your point, and you don't need to make it worse.
I've explained my original intentions, and I told you that what you assumed wasn't really what it was meant to be.
Let's take it this way-
For a finals essay, you've wrote out a rough draft.
You don't even know if you are going to use it, and you didn't edit anything yet.
However, you took your time to work on it, and you wrote it all by yourself.
There is also a chance where you might use your own essay.
Now will you make copies of this essay and give it out to people just because they are asking for it, even if they can write an essay themselves?
Your essay might even humiliate you because you made stupid errors.
1. You say your decision to not release the tool is due to your own personal decision, yet you blatantly contradict a previous statement you made when you said you weren't releasing it because of "ungrateful people." So you clearly have no other intention (other than spite) in not releasing it else you would not have said that (unless you just wanted to make yourself look great while making aniil look like an ass which then makes my other point valid and your counter-argument invalid). Or maybe you just have no real clue what you want and are just trying to come out of this on top? Make up your mind.
2. I wasn't directing my comments about revenge at you, at all. I have no problem with "revenge" if that is your game, I was merely explaining my previous post to someone else who suggested the purpose may be revenge. I never said you were out for revenge in any of my last three posts. Someone suggested revenge and my point was the motive was irrelevant to the action based on your previous post.
3. I agree that a tool like this would cause a lot of people to be like "OMFG I CAN HACK ROMZ WOO I'M SO 1337!!!!!11!!1!" and that would be annoying, but once again that motive directly contradicts your last post.
4. I also have no issue if you do decide to not release it, but do not say you aren't releasing it for one, fickle reason then claim it to actually be due to some other reason (especially when it directly contradicts something you said previously). It's just silly.
The Moral of the story is simply: Keep your story straight and stick to it.
PS: I've been plenty chill this entire time. I find this more amusing than anything else. My comment about chilling out was directed at all the people who are freaking out about a translation when the game will be out in a couple months. That was not directed at you.
