Hacking A couple of quick questions to help a noob out

Q1: I don't fully understand the legit cia business. can I for instance, use a homebrew launcher such as tubehax/ironhax to launch a cia installer like FBI or bigbluemenu and install a legit cia of monster hunter 4? or does the installation of legit cias requires kernel access? and if that last bit were the case, whats the value of installing legit cias?

Q2: I have two o3ds, and one of them is rocking rxtools 2.6 and emunand 9.8. the emunand has been nagging me to update for a while now. Is it safe to update the emunand to 9.9 or will I lose the hack/emunand?

I'm grateful for your time and patience with me and will be waiting for an answer in the near future.

Q1: It does require kernel access. The value is that you can launch it without running gateway or cfw. Works from cold boot.

Q2: Emunand update is safe. I have 9.9 emunand on mine.
