About two years ago I bought a 2DS with some CFW on it. The guy told me it has RXTools 2.6 on it and EmuNAND (10.7). NANDS are seperated as he said and the system automatically boots into EmuNAND. Had no problems installing and playing the CIAs back then.
But what now? Games nowadays surely require higher firmware. Is there a way to unpack a CIA, edit some file to make it not require a higher firmware and repack it again (similarily to editing param.sfo s with vita games to trick the system)? Or do I really need to update my CFW? Sadly I have no idea about 3DS CFWs in the first place, so i'd rather edit the game to run on my lower CFW if that is possible.
