Why not? It has about as much relevance to how more powerful the iPhone is than the 3DS as comparing their RAM or screen resolution.
A BIG BIG misconception that people these days still does.
Clock speed does NOT reflect total performance, whether this is GPU, CPU, or RAM. What truly reflects performance are architectures, instruction set, latency, memory cache and much more. Clock speed ONLY reflects performance when you are comparing something from the SAME family.
Example - An Intel Core 2 CPU rated at 2.4 GHz outperforms an Intel Pentium 4 rated at 3.06 GHz because Core 2 has dual core, higher L2 cache, and more.
Also, iPhone uses higher rated hardware because it runs both OS and background processes. 3DS is solely a device design for gaming. 3DS does not need such high class hardware.
