I've been following the 3DS hacks guide for installing a cfw using the Pichaxx method,
and successfully got up to the point of the Fredtool,
but got to a black screen when trying to access the Flipnote Exploit via "Internet Settings" -> "Nintendo DS Connections"
(in the "3ds hacks" website, under the "Installing Boot9strap (Fredtool)" page, Section II, step 17)

Even before attempting the installation,
going through "Internet Settings" -> "Nintendo DS Connections" resulted in a black screen.
Running any DS game cart results in an error message that says:
"An error has occurred. Hold down the POWER Button to turn off the power, then turn it on and try again. For help visit..."

I also tried the steps in "DSi / DS functionality is broken after completing the guide"
(in the "3ds hacks" website, under the "Troubleshooting Page", Section "DSi / DS functionality is broken after completing the guide")
but did not result in any changes to any indications of DS hardware working.

Running any 3DS game cart still works normally though.
Is this a case of bricked DS hardware, and is there a way to fix this problem?

I don't get this part. It says "after completing" the guide. Without having CFW you obviously can't use the CFW version of TWLFix. If not already done try the non-CFW version of TWLFix. In case you can't get the DS(i) mode working with TWLFix the pretty much only option for installing B9S on firmware ≥ 11.4 without functional DS(i) mode is ntrboot. If you don't already own a compatible flashcart, I recommend buying the R4i Gold 3DS Plus with internal switch for ntrboot/DS games.

There had been cases of really bad DS(i) mode bricks (not repaired) in the past: [my DS Mode is Still bricked!] and [DS Titles + Flashcart nonfunctional (White screen)]

Good luck!
