note: In my case everything but the A, B and power off/on button doesn't work.
I bought this european "new" 3ds XL in 2021 under mint conditions, soon after the problem appeared in 2023 just a year after running Homebrew on it.
This console has Luma and Godmode9 installed, and I noticed that it seems to be a software issue rather than a hardware one, as whenever I enter the menu of either of these two programs the buttons manage to function flawlessly (no clue about the touch panel however). Have checked aswell for any loose ribbons inside and didn't find any. Even after removing the SD card, the problem persists.
I'm afraid of meeting other issues with CFW, so I wish to remove most of these pieces of software and just try to restore this console back to how it was when bought.
I would appreciate simple guides as I am very unskilled :B thanks

I have the exact same problem on my old 3DS. My buttons work only when I enter an app, but nothing works in the menu, and the screen doesn't work either.

bro i found the solution,
All 3DS Models: Buttons and touchscreen won't respond in HOME Menu!

Usually, this is caused by dust or debris present under the bezel on the screen, pressing down on the digitiser. The 3DS cannot interpret more than one touch point input at a time and gets confused when both the dirt and your stylus/finger press on the screen.

Solution: Use a soft brush to gently brush against and underneath the screen bezel to clean trapped dirt and dust.
