It was probably a punishment that just went very wrong. They probably wanted to teach her not to throw away important things and misjudged how long it took for a 3 year old to suffocate. I remember a similar punishment I got for getting inside a duffel bag all the time when I was about that age. My brothers zipped it up and threw me in the tub. They turned the water on then left me there. Of course they got me out in time but it could have ended up the same way as this case. I'm not saying what they did was right but mistakes can happen. The punishment was a bit extreme but it got the job done. I never got in it again after that.
