Alright, here's how it went down. So I had recently installed Frogminer, mostly due to the fact it was an easy way to finally join the 3ds Hacking Scene like I had meant to a long time ago. But soon enough, that ended up screwing me over.

Blah blah, CIA's, FBI, Anemone, and so on. I messed around with all that. Fast-forward to a week ago, and I had gotten ModMoon. That was fun, I suppose. After installing a modpack, I went to download a neat Hollow Knight theme for my device. But after I had done that, accessing the home menu had the device freeze on me.

I forgot I hadn't downloaded my Sysnand, and thought it would've been a good idea to save it now, of all the times. Yes, this was with the home menu freeze. So after doing that, I tried to restore the Sysnand. But to no avail, still frozen. So, like a half-tired genius, I ended up deleting my SD Card data using GodMode9, and had chosen "No Emunand". After that, I turned off my 2ds. Wouldn't turn on. Typical LED turns on, then off again. My SD card is already a FAT32, and removing it didn't change anything. No access to GM9 or Luma.

I had read a multitude of other threads about the issue. Some say hardware. I had dropped my device a few times in the past, and my 2ds had a rattling sound, but never did break to this degree. Some say Luma, but I was using the latest version from 2018. But my best guess is that I'm just sort of a noob at this. Help me, if its still possible.

Mostly just a bunch of digital games I was gonna swap out for better ones. I own more cartridges than those. But nah, nothing important.

  1. Copy everything off your SD card onto a computer.
  2. Reformat the card in FAT32 + 32 KB cluster size using Windows File Explorer. If the card is bigger than 32 GB, use guiformat.
  3. Full Write + Verify the empty card in H2testw. Do not skip this step.
  4. Delete the *.h2w test files if the card passes. However, if an error was reported, you may stop the test.
    • If the card has any hardware issue, replace it and go back to step 1 or 2.
  5. Build a test setup using the starter kit found here.
  6. Unless you have a n2DSXL, do the battery trick.
  7. Insert the SD card into the 2DS and hold (SELECT) when turning it on to access Luma3DS v9.1 configuration.
    • Choose only (x) Show NAND or user string in System Settings.
  8. Try booting the following:
    • GodMode9 by holding (START) for Luma3DS chainloader
    • Recovery Mode
    • HOME Menu

You must have skipped the part of the guide that tells you to put Luma3DS in CTRNAND so you can boot without the files on SD, but it's no big deal. You just need to make sure you have the Luma3DS boot.firm on the SD card.

Oh, and is it normal for my SD card to be called GM9SD after I format?

It's the default nickname assigned to the SD card when reformatted in GodMode9. If you want to rename it back to blank, have one space character and hit apply.

Oh hey, it all worked. Thanks for the assistance.
Oh ho, you're not done yet. Like what @The Real Jdbye said, complete the Finalizing Setup. Except for files collection if you used the starter kit, no skipping steps. Do all of it, including the Luma3DS CTRNAND and backing up your SysNAND. The CTRNAND setup will allow the 2DS to boot without an SD card.

From now on, follow good practice in backing up your saves + extdata with Checkpoint or JKSM.
Edit - This includes your 3DS game carts.

I didn't say that :P But yeah, it's a good idea. Also @DeadShock you'll need the boot.3dsx from https://github.com/fincs/new-hbmenu/releases on the SD root as well.
