If I format my 3DS, does my new NAND.bin become different from my (pre-format) old NAND.bin?

Also, it tells me my Wifi needs to be on to format my 3ds. Will this update the firmware to 9.5? I'm on 9.2 right now.

Whenever you format, a different ticket.db is created, and yes, it will be different than before you formatted, so things like eshop downloads will likely have to be redownloaded, and each nand dump is essentially like a new system in a way. You should be able to format without it updating, yes. I hope that clears it up for you.
