no matter what I do, I can't remotely download. I have no idea why, but it shows my system on xbox.com, it says the download is queue, but on the console, nothing.

I think it's interference. I bought an ethernet cable, but I had to remove the small ethernet cable from the 360. I would have no free port otherwise. I bought a wifi adapter for the 360, and I think it will be okay considering the system is right next to the router.

I got remote play to work with the pc, but it doesn't like my phone.

I've never used this feature but just decided to try it and it didn't work until I physically turned on the series x. Just kept saying waiting for xbox before I actually turned it on then it changed to installing. Seems kind like kind of a useless feature if it doesn't work while the system is in standby. Might be your NAT type. Make sure Upnp is enabled on your router and your NAT type is set to open.

Edit:
Not sure if it will help but also under Settings -->System-->Updates make sure that keep games and system up to date are checked.

yeah none of this works for me. I can't download anything unless I'm using the console itself.

Additionally when I first got the "game pass" I downloaded dozens of games, and the download queue was literally out of control. It would pick a random game to download first - total random order. And every time I added a new game to the queue, it would interrupt the current download and start downloading another game at random among the queue.
Thankfully I have a fast fiber connection so I just had to wait it out.

I finally figured it out. it's the router that's the problem. I have similar issues whenever I updated xproject and try setting up a connection with my pc or my phone. I disabled wifi, and I just used data. worked without issues after I synced my controller to my phone. :D all this time wasted over this crap...

I just tried remote play in dev mode. it doesn't seem to work unfortunately. also, there's an update for the ps2 standalone emulator (released today in fact). the menus are complete. still can't run mystical ninja, but it's improved. though, I wish there was a way to disable that "you should not have paid for this. if you paid for this..." disclaimer that appears at the bottom with every boot up.

There’s a couple of checkboxes that need to be ticked in order to make it work, more specifically you need to enable remote access, use the Instant On power profile and have your user profile saved on the console. I’m pretty sure the console itself must be registered on your Microsoft account under Devices, so it’s likely that the user profile should be primary. I’ve never had any issues with the feature - it’s worked on every Xbox I’ve ever owned, but Microsoft does have a short and to-the-point support page about it:

Regarding the router, it was probably a matter of port forwarding - the console must be accessible from outside of the local network if you want to use the feature. Changing that probably eliminated the issue for you.

Tl;dr if Remote Play works for you, remote download should also work as they have the same access requirements. I *don’t* think this feature is enabled in Dev Mode, at least not for applications that are homebrewed, because the backbone of the service is Microsoft’s cloud infrastructure. You can set it up on a local network (to great success), but that requires restricting the console’s access to the Internet by setting up a connection bridge, I used to do that for the purposes of recording gameplay over Ethernet as opposed to using a capture card.
