The SD cards holds all the programmes. The games could go into internal memory, but the Wii U doesn't have much space, so most people use an external harddrive. From NUSspli you can choose where to install the games.I didn't realize you needed an sd card. It depends on the download destination, as it can download files to SD then install to import, or download the files to a USB drive, then it installs to USB, same with NAND. SD Card space is only an issue when selecting the option to download said files to the SD Card, if OP had tried to download the files to USB or NAND it would have worked just fine.
