Yup, "shifted up" means he probably encrypted it with the "insert some phrase as key" function of the website (it should be substitution? I'm not that good with this stuff); luckily, the same website is able to guess the original meaning thanks to our language being not that complex;
I wonder what the key was however...
Edit: ok, it was an Atbash cipher, the "key" was just the alphabet in reverse order.
I was hoping for some more easter eggs

Oh sorry I never converted them all over completely I guess. I had solved it by converting each of your symbols into a latin letter and then trial and error - knowing that "there" was the most common 5 letter word in english.

Me: there...I'll barely make money, but as long as they're happy...
Populace: crime is too high!
Me: What is this? Are all my inhabitants thrown out of the neighboring town for complaining or something? I just lowered...
Populace: what's with this road? This city sucks!
Me: HEY!

Me: ...okay...time to send in my little friend:

Monster: *breaks down half the city*
Me: *dispatches police and fire brigade to the other end of town*
Me: MUHAHAHAHAHA!!!

In the original sim city I would expand too quickly and make too many police stations and fire houses - then I wouldn't make enough revenue, and so I would have to cut funding which actually made things worse in the long run.

That's when I was being a good mayor.

When I was a bad mayor I would stack industrial centers next to residential along with powerplants to make crazy pollution. Then I would seriously underfund the police and tax at just a high enough rate to keep my profits maxed. At that point I would build the Mayor's house on a little island with parks and other amenities for me to enjoy alone.

Needles to say the green haired advisor dude was constantly playing me little freak out animations saying everyone was unhappy. So I build another casino and go on with my day. Panem et circenses.
