Huawei is releasing a memory card smaller than microSD card. Is it possible to get an adapter so that we can insert it into PS Vita memory card slot?

No such adapter exists, maybe in the future someone will make an adapter for it, but my guess is we won't even know if it's an option for at least a few years. The sd card adapter took many years to make, i imagine if this is ever worked on it will take longer if not just as long to do.

assuming someone makes the adapter, do we need to hack the system to use it?

Yes you would definitely need to hack the system to use the adapter.
I recommend you just get a sd card adapter on ebay and use that since it's available right now, and sd cards are getting cheaper with time.
