hi so I was wondering if there was a way of getting fbi on 3ds version 11.8 without custom firmware mainly because I am not able to get any flash card/cart (don't know exactly how to say it) I have homebrew but I do not have custom firmware. thank you for your time and I would really appreciate any help I could/can get

Just use FrogMiner (variation of SeedMiner), it's completely free and not that hard to do. There's a thread for it on here.

You can't use FBI without CFW. Use Frogminer, or if you have 4 Swords, try Seedminer.
https://jisagi.github.io/FrogminerGuide/ (Free, and you already have homebrew.)
https://3ds.hacks.guide/installing-boot9strap-(seedminer) (If you already have exploitable DSiWare game.)
