Not quite sure what the conversion factor is between the banner creator and PS spacing is but:

Single Line:
Title Size 14pt
Title HSpacing 100

Release Size 14pt
Release HSpacing 150

VDistance between Title and Release 18pt

I'm using ImageMagick, the script uses these arguments:
-pointsize 13 -kerning 0.5 -interword-spacing 6 -interline-spacing 2 for title and release

I've changed them to:
-pointsize 14 -kerning 1 -interword-spacing 6 -interline-spacing 2 for title
-pointsize 14 -kerning 1.5 -interword-spacing 6 -interline-spacing 6 for release

This was the result:

Very close, try moving the Released text to the right by a couple of pixels. The l in released should lineup with the center of the E in Earthbound. Same with the 2nd 9 and the d at the end of Earthbound

Done.

Btw, if anyone wants to manually edit spacing and kerning, it's line 19 in banner.bat.

I've moved it 2 pixels to the right:
Code:
tools\convert tools\USA_EN2.png -gravity center -font input\SCE-PS3-RD-R-LATIN.TTF -pointsize 14 -kerning 1 -interword-spacing 6 -interline-spacing 2 -annotate +44+0 "%title%\n" -kerning 1.5 -interline-spacing 6 -annotate +46+0 "\nReleased: %release%" output\USA_EN2.png

Result:
afR3TNO.png

This, however, broke multi-line support, which is necessary for some long titles like Teenage Mutant Ninja Turtles IV or Battletoads & Double Dragon.

Instructions on how to make your own custom CIAs are inside the release archive.
Most of the proccess is totally automated and should be user-friendly, including banner and icon creation. (There's a batch script to generate all the files needed for the banner. No need to waste time with image editing, just run the .bat then import the generated files with Ohana3DS which btw is also included.)
Bummer. No love for *nix users. I hate how a lot of 3DS tools are coded in .NET.

Two things that I love:

1. It doesn't much seem to care about the size of the images...just kinda works.
2. It uses standard SNES emulator saves so I can just move my existing save files to the proper folder and keep right on playing.

Number 1 was only possible thanks to ImageMagick. It's a really awesome command-line image editing tool!
Number 2 is thanks to blargSNES, so yeah, everything just seems to fit in perfectly xD
