That doesn't mean that every European video gamer will import or pirate their games

No it doesn't, but it's a valid option. On a gaming machine that's region free right out of the box, you don't have to wait for the localization of games... Importing is very easy in this day and age.

What I'm wondering is where did they stray from the original box art formula?

In terms of Playstation and PS2 box art: All Final Fantasy games from 4-12 released in Europe were simply a title on a white background with a single distinguishing feature (i.e. FF7's meteor). All Final Fantasy games released in the US from 4-12 had pretty colourful backgrounds. What was wrong with that formula?

Maybe hardly anyone in Europe agrees with me, but I'd like the (U) and (E) box arts completely switched. I like my simplistic white backgrounds thank you

Have you seen the Final Fantasy I + II for PSP remake box art? The US looks way cooler than the JAP
