rxtools 3.0 is coming out VERY soon with n3ds support, and i'm not joking around when i say SOON
No need to use RxTools for use this hack.
A Gateway, or even another CFW like Pasta is enough.

The download link in the OP works for me. Maybe it was just a temporary problem.

If you are on the newest firmware on your 3DS (9.9), then chances are you will not be able to play this hack. I haven't looked into Ironhax or Tubehax though, so I don't know if these allow playing this, so feel free to correct me, if I'm wrong.

As KashiToxicBlood just said, you cannot do this with Tubehax only at this time. Sorry. :/
@Flintiex, maybe you could add that to the OP, that Tubehax / Ironhax won't allow you to play this?

Kadabra is supposed to evolve into an Alakazam by level up while holding a Twisted Spoon. You can get a Twisted Spoon in the Lost Hotel or from wild Abras / Kadabras / Alakazams.
Can I still Wonder Trade stuff if I switch from X to Neo X? I kinda love Wonder Trading.

I haven't tested Wonder Trading / Online Battling or going online in general on Neo X. If you don't use your own dump of Pokemon X though... There were rumors that Nintendo ban people for using so called public headers, but I cannot confirm or deny this, so proceed with caution.
A lot of the Pokemon in Neo X will appear as hacked though, since they sometimes learn moves they are normally not able to learn or they can be caught somewhere, where they normally can't be found etc. So even if you do go online, wonder trades will most likely not work. Wireless battling could work, but I wonder what will happen if you use a Pokemon on Neo X which type was changed and how that will affect the battle..
Oh man, someone should totally write a guide to packing this into an update. I've gotten a cia of 1.33 that's installable as an update and it's like 150mb.
Being able to do it with a legit decrypted/dumped update would probably be way, WAY faster than decrypting/unpacking the entire game, too.
