That's exactly what he is saying. I did the same for my Fantasy Life US Codes. I got them from my EU Version and took a look at someon else's US Code that would have the same Effect.
(So I could add Codes to the US Database that weren't there already without the need of an actual US Version)

Explanation:
In a lot of games the Version depends where the game gets loaded into the RAM. Therefore there can be a difference between the Offsets for their specific region.
The Game's structure however will usually stay exactly the same. Therefore you can calculate estimated Offsets for the other Region if you have 2 Offsets for the same Game but Diffferent Region that point to the same Thing (for example Money).
Ok when I am trying to load this codes with QR scan it goes like this: When I scan QR code first it says Found a URL, I go OK, it says Launch the internet browser? I go OK, On bottom screen its black and with white letters it says ARCode by KazoWAR RUNNING EXPLOIT and on uper screen its all white and it says Failed to load part of this page. Then I go back but nothing change. Am I doing something wrong or what? Thanks.

so i need to have 2 different region cheats and subtract the difference and add or subtract it from a cheat that isn't my region?
if so, i can't use this method to figure it out, because there are no usa cheats for the game i want "attack on titan".

Well you need 1 Offset (Like max first item) from the region that has cheats you don't have. And then 1 Offset from your region that does exactly the same.
Now you take the in this case japanse offset and subtract your own. Now you have the difference and can add/subtract the difference on to all other cheats from the other region to get them work for your Region.
I could port some if you tell me one from your region and the region that has the cheats you want.
sorry if this is a stupid question, but are you asking which region i want you to convert this cheat into or are you asking for a different cheat but for the same but different region different region? (if so there aren't any usa cheat for this game, only japanese.)
Just tell me Your Region.
Then list some cheats you need (with the specific offsets from the different region - I can't search them myself unless I have the game)
And then give me an Offset that for something that works for you (like money) and then give me the offset from the other region for the same cheat.
Then I'll give you an example for your specific game.
The Database currently has no Attack on Titan Offsets. So unless anyone else released them I can't really help you since I am just trying to explain to you how porting over Offsets from Region A to Region B works.

Usually you edit something in the Ram. Which is the specific Structure of that game (usually save structure - sometimes actual game ram).
Usually the only thing that changes is the starting point. Therefore it's pretty much possible to calculate every adress from it. As long as it is in the same part. It might depend if Offset X is editing the RAM loaded Save. and Offset Y is editing something in the Game RAM.
In that case you can't 100% say that it's the proper adress when getting from X' to Y'. But except that it's usually working. And the guessed Offset in that case is probably the correct one. (i mean it's a pseudo offset just to fit as an example - But range wise I don't think it's far enough from each other to not be part of the same struct.)
So yeah your basically right. It doesn't always work. That's why I said "It usually works though"
There is also the case of dynamic offsets that are console specific and dynamic offsets that always change. In that case you wouldn't be able to create est. Offsets either.
Can you help me with something? I am having problems getting QR codes to work. It is all good to the part where it says ARCode by KazoWAR RUNNING EXPLOIT and after that nothing happen, and as I saw on some videos it needs to say An error has occured to get it to work but in mine case it just stay at RUNNING EXPLOIT part. Do you know what I need to do to get this to work please?
