ok they all work (flipnote maybe not), good, but db heroes 2 was not confirmed, i guess it works though.
they will NOT work in 4.5 cfw, the things that is NOT gw. because the region checks have not been patched (or something like that). it is possible to do something to the cia i share to make it region free, so that's good. i'm not sure how to do it though. - and i guess the cfw will improve and support region free stuff later.
they do NOT work in classic mode, because gateway does not load unsigned cias. so they will not work with retail carts, only in gw mode

i first made a jp animal crossing 1.1 update, installed it on my eur 3ds.
i didn't have a dump of the game so i just used gateway classic mode and my jp retail cart.
the update didn't load...
i used a different game, youkai watch 1, made a cia of the 1.2 update.
it worked fine on my eur 3ds in gw mode with the rom (i guess the problem before was classic mode)
so yeah, i would happily dump all the jp updates BUT i don't have an sd card big enough yet to hold them all + the xorpads. i will get one eventually. to dump them all, i don't want it to be too time consuming, i want to make it as automated as possible for the 120+ updates.
so i will be taking requests as to what you want now.
ok i'm pretty sure that now, we can install any update we want, as long as a cia exists.
i would happily share all the japanese updates i have downloaded, it would be nice if other people would share their region's updates too.
it is great for people who want to update an out of region game (to play online etc), but cannot because of eshop restricts us.
it will also be useful for people who either cannot access eshop now (no wifi etc) or in the future (nintendo fixes their security and blocks eshop etc)
i believe i can decrypt my game updates with sd decryptor, i just don't know how to make whatever i get from there, into a cia.
when decrypting roms was first made public i did decrypt one game, but since then i didn't bother with anything else.
maybe once i have them decrypted it is just like any other rom, coverting to cia, i am not so sure.
