From what Wololo said, pspgen gave TN a Go to test on, so he agreed to release stuff through them first.
Everybody knows "all the sites are just going to copy off each other anyways", not that much of a difference which site gets it first in the end. After a week people won't even know or care what site it came out on first.
For a free Go, so he could actually test it and make sure it works first hand, I think it makes complete sense. Why wouldn't he do it? I know I would in his position.
All we know is that it is scheduled to be release on the 24 at 12:30 (French time).

basically what they are saying is, they got a new debugged version of the hen from total_noob and are testing it the whole day to make sure it works fine. if everything goes well, they will release it at midnight on the 23rd december, 12 hours earlier than expected.

If I were you though, I would downgrade my PSP 1000 to 5.50 and install 5.50 Prom4. Just look up tutorials on How to downgrade your PSP on YouTube and Google.
