I want to build a power bank but can't find a suitable charging controller.
I would also like to be able to charge it quickly, for example 2-3amps or 30watts
I will have 3.7v Li Ion cells 4 times

It uses a single USB-C port for input and output, you can add a USB-C hub supporting USB-PD to have multiple outputs. Cooling required for higher wattages according to some of the comments.
