Is the controller on? If so, then enter the settings and go to the controllers section to sync it up.
Do you have joycon? Do they work?
Do you have any other controllers paired? If the controller you're using is connected as player 2, it might not control the game.
A silly thought: as it's a Platinum game, IIRC you must press ZL+ZR / L2+R2 to get past the title screen. If you press start or A, it won't do anything. So maybe the controller would work, just using a different button?
