Take a look at open_agb_firm too if you're keen to play GBA games. It lets you run the whole 3DS in GBA mode and load ROMs. It's really good. Does not work with GB or GBC ROMs.

You can use Goomba Color for GB and GBC. It has the advantage of usiing the original GB sound hardware (still present in GBA mode) if that's a priority to you. Compatibility is of course not perfect since it's emulation. If you want more overall accuracy mGBA or Gambatte is the better choice for GB(C).

Can't be done as CIA because a bunch of hardware needed for the 3DS side OS and apps is unavailable in GBA mode. However some kind of forwarder is doable.

If only there was a way to play GBA Cartridges from the 3DS port itself, like a cable or a hardware mod or something. I don't see it happening in a long time however (in fact it's prolly impossible lol)

Someone might do an enthusiast mod I suppose, but I don't think it will be a mainstream thing. Imo it's not really 'better' than running ROMs, and you can easily RIP your GBA game carts - including their saves - using a DS or DS Lite.

It's not impossible to make an adapter with active translation from the GBA cart parallel to the serial bus used on the 3DS but it would be so niche (and therefore expensive) no one would buy that.

I guess if you made one that works as a sort of NDS cartridge it would allow the DSi to access GBA roms too. This is although something very niche and not something I expect to see until the DS becomes as deep in the retrogaming world as the gba, which would probably happen within the next 10 years.
